Withall appointed associate director of operations for World Campus Program Planning and Management unit

Blake Withall has been appointed associate director of operations for Program Planning and Management in the Distance Education/World Campus unit of Penn State Outreach. Program Planning and Management interfaces with academic units and oversees World Campus program development and delivery processes.
He has been a member of the Distance Education/World Campus unit since 1999, serving as senior program manager for the Penn State World Campus. In this role, he has collaborated with the College of the Liberal Arts and College of Arts and Architecture to initiate, develop and maintain distance education programs and courses. He also oversaw budgeting and resources for program development and managed the World Campus General Undergraduate Portfolio and certificate and degree programs.
In his new role, Withall is responsible for managing the operations of the Program Planning and Management unit, including budget development and oversight, in consultation with Dr. Peter A. Rubba, senior director of the World Campus. Withall also is supervising a staff of program managers who work with the colleges to explore new program ideas for development and delivery through the World Campus. In addition, he is his unit's representative for the American Distance Education Consortium and the Program Opportunity Review Team, as well as other groups and committees.
He earned his bachelor of science degree in administration of justice and master of science in community systems planning and development from Penn State.
Before joining Penn State, Withall spent three years as personnel manager and head teacher for American Language Services in Japan. He also was student services coordinator and a teacher at Miracosta Community College in California, and he was assistant director and hearing officer for the Domestic Relations Section of Centre County government.
